The Borough of Carlisle Human Resources and Risk Management Department is seeking a dependable Compensation Coordinator to join our team. Payroll is the primary role of this position; however, we are preparing to transition from paper processes to a new human resources information system (HRIS) which will provide efficiencies that will allow you to learn and grow in various human resources functions. This is an exciting opportunity for you to contribute your payroll expertise, but also to expand your skills, gain experience, and support employees and the organization on a wider scale as part of our small HR team.

Applicants must have strong payroll experience and be highly skilled in learning and using technology. Must be motivated to become a subject matter expert and take ownership of assigned responsibilities under the guidance and support of the HR Manager through collaboration, communication, and teamwork.

POSITION SUMMARY: This position performs tasks and services to support effective and efficient operations of the organization's human resources/payroll department. This role requires a highly responsible, organized, energetic individual who enjoys a work environment that can be demanding and fast-paced at times. The position requires the ability to remain organized and meet deadlines while sometimes having to quickly adapt, change direction, and/or reprioritize.

The primary role of this position is to carry out all in-house payroll processing and to coordinate with the payroll services provider for direct deposit processing, tax filing and payments, and year-end processing. The position will also cross-train and perform various other human resources duties to ensure skill redundancy, balance workload within the department, and provide opportunities for growth and development.

The Compensation Coordinator provides exceptional customer service and is expected to uphold the public interest and advance the vision set forth by the Borough and community.

ESSENTIAL DUTIES & RESPONSIBILITIES: The essential functions may include the customary duties and responsibilities noted herein, however, the information below is not an exhaustive list of duties and instead serves as a representative sample of the expectations of the position.

  1. Provides a quality employee experience in all aspects of payroll and human resources functions by proactively ensuring a cohesive team and maintaining strong communication among department staff; assists HR Manager with advancing departmental and organizational objectives through critical thinking and subject matter expertise.
  2. Provides excellent customer service and guidance to employees by anticipating needs and providing information; answers questions from employees related to standard policies, benefits, and processes; provides routine procedural guidance and communications; educates employees with information and knowledge that enables them to understand their pay and optimize their use of benefits.
  3. Processes timely and accurate bi-weekly payroll for all full-time, part-time, and seasonal employees; ensures compliance with applicable laws, regulations, internal policies and procedures, and collective bargaining agreements.
  4. Coordinates with HR Manager, finance, actuaries, and/or third-party vendors to assist with and/or complete all payroll tax, W2, and retirement benefits administration and related reporting; processes timely payments to tax authorities, benefits carriers, and benefits administrators.
  5. Cross-trains, performs, and/or assists with various human resources functions such as recruitment and onboarding; training/development; risk management; benefits and wellness; and employee engagement/retention.
  6. Processes a variety of forms and documents related to wage garnishments, verification of employment, unemployment compensation, workers compensation, FMLA, and short-term and long-term disability; processes benefits enrollments, terminations, life events, and other changes; coordinates with appropriate staff and third parties and updates appropriate systems and records.
  7. Completes special projects; creates forms; maintains checklists; documents processes and procedures; performs research and basic analysis; creates reports; assists with testing new technology/processes; may serve on committees and/or represent the Human Resources function as designated.
  8. Maintains the integrity, privacy, security, and confidentiality of human resources and payroll information; maintains organized, accurate, and up-to-date files, records, and documentation; performs periodic audits of files and records to ensure that all required documents are collected and filed appropriately.
  9. Performs related work, assists other departments, and performs other duties as assigned; may require occasional attendance at meetings outside normal working hours.

MINIMUM REQUIREMENTS AND QUALIFYING CRITERIA: An equivalent combination of credentials and experience to sufficiently perform the duties of the position may be considered:

  • Must be at least 18 years of age.
  • Associate's degree in business, human resources, accounting, information systems, or related field.
  • 3 years of payroll experience.

KNOWLEDGE/SKILLS/QUALITIES: The ideal candidate should possess the following:

  • Expertise in payroll functions; understanding of basic financial concepts and accounting principles.
  • Highly proficient with using human resources information systems and Microsoft Word and Excel.
  • Excellent organizational skills and attention to detail.
  • Ability to work independently and manage multiple priorities effectively.
  • Demonstrates a positive image and attitude on a daily basis; desire and ability to learn new skills.
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy; ability to engage authentically with a wide range of stakeholders and various racial, ethnic, and socioeconomic communities.
  • Proven ability to establish and maintain effective working relationships with vendors and employees at all levels of the organization.
  • Excellent verbal and written communication skills; ability to follow instructions accurately and carefully.
  • Ability to use standard office equipment such as phone, copier, and printer.

PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands described below are representative of those required for the position.

  • Work is performed mainly indoors in an office environment.
  • Walking, standing; stooping, kneeling, crouching, bending, reaching, pushing, pulling, and lifting less than 20 pounds.
  • Use hands to handle, grasp, and write.
  • See and communicate effectively.
  • Must be able to use body to work, move or carry objects or materials.
