In accordance with the Merit System Rules and Regulations, an eligible list, which will be valid for a one-year period and which will be used to fill vacancies during that period, is being established for this classification. EXAMINATION PROCESS: The examination process for this posting may include an evaluation of training and experience, a written examination, a computerized exam, an oral board interview examination, a performance examination or any combination of the above in order to qualify applicants for placement on the eligible list. The eligible list will be used to fill vacancies that occur within the next year. The appropriate number of names on the eligible list as prescribed by Merit System Section 26.03.505 will be certified to the hiring department for consideration to fill the vacant position(s).
New employees are generally hired at the starting salary and may be eligible for merit increases each year upon receipt of a satisfactory performance evaluation, up to the maximum salary.

GENERAL STATEMENT OF DUTIES: Assists the Chief Financial Officer in the overall activities of the Office of Finance to ensure quality service in all areas of Financial Management; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for assisting the Chief Financial Officer in various management and operational activities within the Office of Finance. Responsibilities include working with other department managers to provide excellent public service to ensure that external and internal customers are provided with the highest quality of service while ensuring compliance with local, state and federal laws. The employee exercises independent judgment and initiative in carrying out responsibilities. The work is performed under the general supervision of the Chief Financial Officer.
EXAMPLES OF WORK: (Illustrative Only)- Assists in the direction and management of the delivery of services provided by the Office of Finance including but not limited to, Accounting, Payroll, Pension Administration; Budget, Cash Management, Treasury and Assessment;
- Executes orders and directives of the Chief Financial Officer;
- Assists in developing, formulating, and executing policies and procedures for New Castle County to remain in compliance with all applicable local, state and federal laws;
- Participates in the development of long- and short-term strategic plans and manages the implementation of those plans;
- Prepares reports/analyses and makes recommendations as required;
- Works with staff in developing methods for dealing with organizational issues and in responding to problems or requests received;
- Assists managers in the supervision, evaluation and discipline of staff;
- Attends meetings and reports on activities as specified by the Chief Financial Officer;
- Provides effective training and development programs for all employees of the Office of Finance;
- Interacts with government officials, agencies, and the public, providing information and assistance concerning related issues;
- Assists in special projects as assigned by the Chief Financial Officer;
- Assures confidentiality of records and safeguards information and documentation;
- Interprets and applies laws, regulations, policies and procedures as outlined in Federal, State, County governments and other jurisdictions as applicable;
- Promotes an ongoing attitude of dedication to excellent public service and ensures that external and internal customers are provided with the highest quality of service;
- Operates a personal computer and financial/office software programs, and other related equipment in the course of the work.
ACCEPTABLE EXPERIENCE AND TRAINING: At least seven (7) years progressively responsible experience at a supervisory level in at least three (3) functional areas in the financial field and possession of a Bachelor's Degree from an accredited college or university with major course work in business administration, public administration, or related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
PREFERRED REQUIREMENT: Possession of a Master's Degree in financial management, public administration or related field.
